Odyssey Systems has an exciting opportunity for a Senior FMS Program Manager to support the Air Force Life Cycle Management Center (AFLCMC), Program Acquisition Executive (PAE) Electronic Systems Directorate (AFLCMC/ES) at Hanscom Air Force Base. This role provides essential security support across over 130 acquisition programs for the United States Air Force and allied foreign nations. As part of the integrated Information Protection team, the Senior FMS/PM Security Assistant will execute multi-disciplinary security responsibilities spanning personnel, information, industrial, operational, and physical security domains.

This is a full time position at Hanscom AFB, MA.

Duties include, but not limited to: 

• Manage FMS acquisition programs in accordance with DoD policy and regulations, including Security Assistance Manpower Requirements System (SAMRS) and Defense Security Assistance Management System (DSAMS)
• Execute FMS system acquisition in collaboration with other relevant FMS Government agencies, including SAF/IA, AFSAC, DSCA, AFLCMC/WFNFM, Foreign Disclosure Office (FDO); Tri-Service Committee (TSC), etc.
• Manage all aspects of sound DoD acquisition planning (e.g., industry day, market research, source selection planning, ASP planning, SOO/SOW/PWS writing, RFP planning, RFP document preparation, contract negotiation prep, etc.)
• Comply with FMS-specific requirements, such as mandatory use of in-country subcontractors; interface with SAF/IA, AFSAC, DSCA, AFLCMC/WFNFM, Foreign Disclosure Office (FDO); Tri-Service Committee (TSC), etc.)
• Prepare and support various Program Office activities and meetings, to include US Government-internal meetings, case meetings, design reviews, Program Assessment Reviews (PARs), Interface Control Working Groups (ICWG), Technical Interchange Meetings, and case reviews
• Independently and successfully perform as representative (with no decisional authority) of the program office to the customer country’s Ministry of Defense (MOD), Office of Defense Cooperation (ODC), Air Force, etc. and capability to answer complex questions in real-time to customer country representatives
• Assess cost, schedule, and performance against program baselines, recommend viable solutions to execution issues, and pursue alternative courses of action.
• Plan, research, analyze and assess system acquisition in terms of development, production and deployment of weapons systems and associated equipment; formulate plans and recommend effective strategies in meeting cost, schedule and performance objectives.
• Develop and present briefings/schedules of program status and acquisition tasks to senior management.
• Draft, review and coordinate Govt RFP documentation including technical evaluations of proposal responses
• Creation of customer (industry and international) program management briefings
• Travel to OCONUS locations (Jordan) as well as CONUS locations (CENTCOM, and OEM manufacturers within the US)
• Position requires at least 3 and up to 5 days a week in the office 
• Ability to coordinate the activities of the entire team (EN, LG, PM, Industry, Intl Client) so that program products are consistent and coherent with mission needs
• Must be able to be self motivated and capable of independent work, especially during times the Govt PM is TDY or tending to other mission needs. 
• Must be able to read/understand and interpret a program schedule

Citizenship: Must be a US citizen

Minimum Required Qualifications

Clearance: Must have and be able to maintain a Secret level clearance

Preferred Qualifications

Education: Bachelor’s degree in a related field and 12 years of experience in the respective professional discipline being performed, five of which must be in DoD. Or,

• • 15 years of directly related experience with proper certifications

Technical Skills

• Foreign Military Sales (FMS) program execution, including compliance with DoD security assistance policies, regulations, and processes.
• Expertise with Security Assistance Manpower Requirements System (SAMRS), Defense Security Assistance Management System (DSAMS), and related security cooperation frameworks.
• DoD acquisition lifecycle management, including market research, Industry Days, source selection planning, Acquisition Strategy Panel (ASP) support, and contract negotiation preparation.
• Development of acquisition documentation, including Statements of Objectives (SOO), Statements of Work (SOW), Performance Work Statements (PWS), RFPs, and proposal evaluations.
• Cost, schedule, and performance management with ability to assess program risks, develop corrective actions, and maintain baseline objectives.
• Program review and governance support, including Program Assessment Reviews (PARs), Interface Control Working Groups (ICWGs), Technical Interchange Meetings (TIMs), and design reviews.
• Program scheduling, weapons system acquisition planning, international program coordination, and executive-level briefing development.

Interpersonal Skills

• Cross-functional leadership and coordination across engineering, logistics, program management, industry partners, international customers, and government stakeholders.
• Executive communication and briefing skills with experience presenting program status, risks, and recommendations to senior leadership.
• Relationship management with U.S. Government agencies, foreign ministries of defense, security cooperation organizations, and customer representatives.
• Strong verbal communication and real-time problem-solving capability when addressing complex technical and programmatic questions.
• Independent decision support and self-directed execution in dynamic, high-visibility program environments.
• Negotiation, stakeholder engagement, and consensus-building skills across diverse organizations and multinational teams.
• Adaptability, customer focus, and cultural awareness demonstrated through coordination with OCONUS partners and international defense organizations.

Additional Information

Location: Hanscom AFB, MA, this is a 5 day a week in office position unless hybrid is determined by the requirements owner.
Travel: May be required at customer discretion
