Position Summary

Odyssey has an exciting opportunity for an Air Operations Command and Control (C2) Test Engineer supporting the 96th Cyberspace Test Group (96 CTG), the Department of Defense’s premier organization for Developmental Test & Evaluation (DT&E). The 96 CTG conducts critical DT&E efforts for C4ISR, Cyber, and Electronic Warfare systems, ensuring mission readiness across the enterprise. In this role, you will directly contribute to shaping the next generation of Air Operations Center (AOC) and broader C2 capabilities by applying advanced test engineering expertise to highly complex operational and technical challenges.
 
This is a full-time position located at Eglin AFB, FL.

Responsibilities

Duties include, but not limited to: 

 

Test & Evaluation Leadership

  • Lead the full DT&E lifecycle for the AOC Weapon System in both on‑premise and cloud-hosted environments.
  • Develop detailed test strategies, test plans, and test procedures; conduct Developmental Test (DT), Operational Test (OT), and Risk Reduction activities.
  • Deliver comprehensive technical reports containing data-driven analysis, findings, and recommended corrective actions.

System Analysis & Performance Assessment

  • Perform rigorous evaluation of system performance against technical specifications and operational mission requirements.
  • Identify, document, and report system deficiencies, verify compliance with applicable standards, and assess the stability of multiple system configurations.
  • Analyze test data to determine operational suitability and mission readiness.

Technical Subject Matter Expertise

  • Serve as a key technical advisor for AOC Weapon System employment and related C2 systems.
  • Coordinate test objectives, schedules, and resources with System Program Offices, contractors, and senior engineering stakeholders.
  • Support system lifecycle activities through required travel for integration events, developmental testing, and operator feedback sessions.

Functional Area Testing Focus

 

Strategy Division (SRD)

  • Verify the system’s ability to develop, document, and disseminate strategic products including the Joint Air Operations Plan (JAOP), Air Operations Directive (AOD), and air apportionment recommendations.
  • Test enhancements and modifications to Rules of Engagement (ROE/RUF) and Commander’s Critical Information Requirements (CCIR).
  • Evaluate assessment tools used to track Measures of Effectiveness (MOE) and Measures of Performance (MOP), ensuring accuracy in reports and strategic evaluations.

Combat Operations Division (COD)

  • Assess real-time mission monitoring and command and control (C2) capabilities.
  • Validate system responsiveness to dynamic operational conditions, including ATO updates, immediate air support requests, and time-sensitive target execution.
  • Evaluate Air Defense Plan (AADP) execution tools, tactical data link management, COP functionality, and ISR operations monitoring as defined in the RSTA Annex.
  • Confirm system capability to generate required execution data and reports for strategic and higher-headquarters dissemination.

Qualifications

Minimum Required Qualifications

Clearance: Must have and be able to maintain an active Secret security clearance

Education: Bachelor’s Degree in a technical discipline and at least 3 years of technical experience or

    • 6 years of technical experience in lieu of a degree; or 4 years of relevant experience with an associate’s degree
  • Proven subject matter expertise in Air Operations Center (AOC) processes with hands-on experience in Strategy (SRD), Combat Plans (CPD), or Combat Operations (COD).
  • Comprehensive understanding of the Joint Air Tasking Cycle and its associated products (JAOP, AOD, JIPTL, MAAP, ATO, ACO, OPTASKLINK, SPINS).
  • Strong analytical skills with demonstrated capability to convert complex operational workflows into testable technical requirements.
  • Excellent oral and written communication skills, with proficiency in developing technical documentation and reports using MS Office Suite.

Preferred Qualifications

  • Direct hands-on experience with the AOC Weapon System from an operational assignment in SRD, CPD, or COD.
  • Experience conducting DT/OT, including authoring formal test plans, procedures, and reports in alignment with DoD/USAF test guidance (e.g., AFI 99‑103).
  • Experience with Agile software development environments, including DevOps, CI/CD, and continuous test integration.
  • Demonstrated ability to interface effectively with prime contractors and development teams regarding test objectives, schedules, and budgets.
  • Applied knowledge of F2T2EA kill-chain processes, “strategy-to-task” methodologies, datalink interoperability architectures, and C2 modeling/simulation.
  • Familiarity with advanced test concepts such as Design of Experiments (DoE).

Technical Skills

  • Expertise in Air Operations Center (AOC) operational processes and workflows.
  • Strong understanding of the Joint Air Tasking Cycle and associated products (JAOP, AOD, JIPTL, MAAP, ATO, ACO, OPTASKLINK, SPINS).
  • Ability to conduct detailed system performance analysis, data evaluation, and requirements validation.
  • Experience developing test strategies, plans, procedures, and technical reports.
  • Familiarity with DT/OT methodologies and DoD test guidance (e.g., AFI 99‑103).
  • Knowledge of DevOps principles, Agile development processes, and continuous testing environments.
  • Experience analyzing operational C2 capabilities such as AADP execution, tactical data links, COP management, and ISR monitoring.

Interpersonal Skills

  • Ability to collaborate effectively with System Program Offices, contractors, and senior engineering personnel.
  • Strong communication skills, both oral and written, with experience delivering technical findings and documentation.
  • Ability to coordinate test objectives, schedules, and program activities across multiple stakeholder groups.
  • Skill in gathering operator feedback and engaging with users during test events and integration activities.
