Odyssey Systems has an exciting opportunity for a Senior Program Manager providing support to the Command, Control, Communications, and Battle Management Division (C3BM).
Command, Control, Communications, and Battle Management (C3BM) has been tasked with delivering an integrated Department of the Air Force (DAF) Battle Network providing resilient decision advantage and enabling the USAF, USSF, Joint, and Coalition Force to win against the pacing challenge. C3BM supports execution in many different focus areas. C3BM’s main efforts are Architecture and Systems Engineering (ASE), Operational Response Team (ORT), and multiple mission integration teams such as Air, Maritime and multiple acquisitions consisting of both the Advanced Battle Management System (ABMS) and Space.
This is a full-time position at The Pentagon, Washington, DC and is 5 days a week onsite.
Duties include, but not limited to:
Serve as primary focal point for congressional engagements; draft, package, and coordinate briefs for SECAF and senior leadership; track and analyze legislative adjustments
Facilitate multi‑service and joint interagency collaboration (Air Force, Navy, Marine Corps, Army, DISA, OUSW) to integrate funding baselines and synchronize Joint Fires Network initiatives
Partner with COCOMs (e.g., USAFRICOM, PACOM) to conduct operational gap analyses, define mission requirements, and author issue papers with manpower and cost estimates
Produce completed staff work, decision packages, white papers, and executive briefings providing strategic guidance for senior Air Force and OUSW leadership
Direct governance execution, agendas, and battle rhythm management for senior‑level boards chaired by General Officers
Interface with OSD/CAPE and SAF/FM; aggregate and validate contract and financial data; fulfill high‑priority RFIs
Advocate for program TOA; support AF Corporate Structure reviews (Panels, Group, Board, Engine Room); develop risk models analyzing capability trade‑offs at different funding levels
Research and coordinate modern statutory and funding mechanisms for rapid acquisition and flexible execution
Liaise across PEO C3BM, program offices, and HAF/SAF (AF/A5/8, SAF/AQ, SAF/FM); translate SAE guidance into actionable program milestones and track obligation/expenditure metrics
Citizenship: Must be a US citizen
Minimum Required Qualifications
Clearance: Must have and be able to maintain a Top Secret Level Clearance with current SCI eligibility
Preferred Qualifications
Education and Experience: Bachelor’s degree, and minimum of 12 years of experience, including at least 5 years supporting DoD programs, OR

Final compensation for this position will be determined by various factors such as the Federal Government contract labor categories and contract wage rates, relevant work experience, specific skills and competencies, geographic location, education, and certifications.
