Position Summary

Odyssey Systems has an exciting opportunity providing Advisory and Assistance Services as a Space Domain Awareness (SDA) Network Systems Project Engineer supporting the US Space Force, Space Systems Command, Global Mission Data Dominance (GMDD) branch (USSF SSC SYD 85/BNN). The GMDD branch executes activities in support of the alignment of key space data initiatives. The GMDD data portfolio includes data as service, translations as a service, network enterprise strategy, international, and data onboarding initiatives to meet evolving Space Domain Awareness (SDA) user data needs and objectives.  Consumers and producers of data are internal and external to the USSF. The SDA mission includes the execution of system acquisition, modernization, and sustainment for ground- and space-based SDA sensors and command and control (C2) systems, including the evolution of legacy architectures, supporting communication systems, network, and data systems. The SDA Network Systems Engineer will support the Red LAN team.

This is a full-time position at 2 North Cascade Avenue, Suite 115 in downtown Colorado Springs, Colorado with occasional work at Schriever SFB.

Responsibilities

An A&AS contractor is a knowledgeable and trusted advisor to the Government Program Office. As an SDA Network Systems Project Engineer, you will work closely with the Government Program Manager and provide Advisory and Assistance Services support performing engineering tasks, research, studies, and analysis that provide technical, and managerial direction for problem definition, analysis, requirement development, and implementation for complex sensor networks.  You will make recommendations and advise on system development, improvements, optimization, and support efforts and initiatives including contractual oversight for multiple small- to mid-sized contracts developing and fielding war fighting systems.  Duties include, but are not limited to:  

 

  • Advise the Government Program Management Office on strategic network architecture decisions, ensuring alignment with program objectives
  • Collaborate with stakeholders to define communication protocol and schema requirements, ensuring smooth and efficient data transmission across a global sensor network
  • Lead risk management activities, including cybersecurity and information assurance to ensure robust protection of DoD networks
  • Engage with industry partners, FFRDCs, and other government entities to integrate advanced network capabilities, ensuring state-of-the-art solutions
  • Provide program management support for SDA network infrastructure, contributing to the development of integration and deployment strategies
  • Coordinate requirements development and testing activities, collaborating with contractors and stakeholders to ensure quality and compliance
  • Support the development of system integration plans and procedures, ensuring seamless network system integration testing
  • Proactively identify and track development and sustainment risks, implementing risk mitigation strategies to ensure program success
  • Provide input to acquisition planning, upgrades, modifications, and studies, ensuring alignment with program objectives
  • Coordinate and lead resolution of system issues and deficiencies with contractors
  • Travel to CONUS and OCONUS locations upon government direction

Qualifications

Citizenship: Must be a US Citizen 

Minimum Required Qualifications

Clearance: Active Top Secret/SCI clearance, amenable to polygraph

Education: Bachelor’s degree in Business, Network Engineering, Systems Engineering, Computer Engineering, Computer Science, or a related discipline

Years of Experience: 4 years of directly relevant experience, 2 of which must be in the DoD, OR, 

  • MA/MS degree and 2 years of directly relevant DoD experience 

Other Qualifications

  • Extensive experience in managing cross-functional teams using AGILE methodologies
  • Expertise in ensuring project milestones are met while effectively managing technical risk
  • Skilled in stakeholder engagement and relationship building with government customers, FFRDCs, and contractors, ensuring alignment of project objectives and seamless collaboration across various functional teams.
  • Strong program management capabilities with a focus on delivering projects in fast-paced environments, managing timelines, resources, and risks to ensure successful outcomes.
  • Excellent communicator with the ability to engage both internal and external stakeholders, translating technical concepts into clear, actionable plans that drive customer-focused results

Preferred Qualifications:

Clearance: Active TS/SCI clearance with current polygraph

Education: Master’s degree in Network Engineering, Systems Engineering, Engineering Management, Computer Science, or a related discipline

Certifications: PMP Certification; DAU DAWIA, or equivalent Acquisition Program Management Level II or III training

 

Experience:

  • Proven track record in leading accreditation and operation of DoD programs, facilitating the Risk Management Framework (RMF) process while engaging with stakeholders to manage risks and deliver compliant solutions aligned with customer goals.
  • Experienced in program and project management within DoD, MDA, and IC Acquisition organizations, coordinating multiple teams and stakeholders to ensure successful project delivery, on-time and on-budget
  • Adept at working as an A&AS contractor, collaborating with government agencies and contractors to ensure smooth operations, meet program requirements, and provide tailed, customer-focused solutions
  • Knowledgeable in DoD Logistics and Sustainment, supporting mission requirements and fostering effective collaboration between organizations to ensure efficient program execution and customer satisfaction
  • Experience as an A&AS contractor in a DoD, MDA, or IC Acquisition organization
  • DoD Logistics, or Sustainment experience supporting similar requirements in DoD, MDA, IC, FFRDC, or DoD/DoE Laboratory organizations
  • Experience developing solicitation documents (RFI, RFP, PWS, SOW) and evaluating proposals

Other Qualifications:

  • DoD Acquisition, Logistics, or Sustainment experience supporting similar requirements in DoD, MDA, IC, FFRDC, or DoD/DoE Laboratory organizations
  • Familiarity and proven work experience with DoD Acquisition Program Management, including DoD Adaptive Acquisition Framework (5000 series) processes and requirements

  • Travel: Up to 15% to CONUS and OCONUS locations upon Government direction
