Position Summary

Odyssey Systems has an exciting new opportunity for a Space Domain Awareness (SDA) S1/4/8 Analyst supporting the U.S. Space Force’s Mission Delta 2’s SDA mission.   As an SDA Systems S1/4/8 Analyst, you will provide military and civilian personnel support, logistic analysis and planning and programming, budgeting, and execution (PPBE) across multiple operational and sustainment squadrons and MD 2. MD 2 executes day to day SDA operations for ground-based SDA sensors and command and control (C2) systems, and space-based Environmental Monitoring (EM).

This is a full-time position at Peterson Space Force Base in Colorado Springs, CO that allows 1-2 days per week of tele-work at the discretion of the Government.

Odyssey Systems provides support to the Government in five areas: Product Support, Sustainment Engineering & Sustainment Management, Technical Order Management, Technical User Interface, and System Design, Engineering, and Integration.  These tasks are executed laterally with SpOC, Space Systems Command, development contractors, and SDA stakeholders.

 

Responsibilities

As an SDA S1/4/8 Analyst, you will manage military and civilian personnel resources and ensure the efficient functioning of the mission delta, squadrons, and detachments.  Additionally, you will provide logistics management technical advice and guidance to plans and schedules. Finally, you will provide PPBE support including programming, budgeting, bookkeeping, accounting, document maintenance and cost reporting tasks required to support agency projects and programs.

Work requires the technical capability to independently plan, organize, complete, and present assessments across all three disciplines—manpower, logistics and financial management.  This position provides subject matter expertise and performs a wide variety of manpower, logistics and financial planning and management tasks. Duties include, but are not limited to:

  • Comprehend Office of Personnel Management (OPM) guidance to provide guidance to MD 2, squadrons and detachments for planning and execution of processes to include civilian hiring, and appraisals.
  • Analyze manpower needs, develop organizational structures, and manage allocation of personnel and resources to meet mission requirements.
  • Provide personnel administration including maintaining records, processing personnel actions and providing support to service members and their family.
  • Provide logistics management technical advice and guidance. Plans, schedules and conduct logistics management projects and studies.
  • Access and use Integrated Maintenance Data Systems (IMDS) in order to provide the customer critical information in support of peacetime and wartime readiness and operational support.
  • Advises the government on technical aspects of planning and programming logistics requirements across a diverse geographically dispersed world-wide Mission Delta.
  • Provide funding, forecasting, budget information, execution status and funds reconciliation, following the PPBE process, using the provided FM tools and systems
  • Assist the team with the appropriate financial support to enable the programs to meet requirements
  • Maintain cognizance of the status of approved, deferred, and released funds and provide appropriate tracking documentation for various program funds, and provide financial information for the preparation and execution of financial documents
  • Advise the Government financial management and program teams to develop budget submissions (e.g., Procurement Documents (P-Docs), Program Office Memorandum (POM) inputs)
  • Maintain up-to-date knowledge of FM regulations and Appropriations law
  • Maintain knowledge of and proficiency on Government financial activity systems, Comprehensive Cost and Requirement System (CCAR), CRIS, Defense Enterprise Accounting and Management System (DEAMS), Looking Glass, and Mechanization of Contract Administrative Services (MOCAS)
  • Provide planning assistance to Division members for numerous requests/issues/ requirements not listed above
  • Infrequent travel to CONUS and OCONUS locations upon government direction
  • Other duties as required/requested by the Government and within scope of the S3 contract

 

 

Qualifications

Citizenship: Must be a US citizen

 

Minimum Required Qualifications:

Clearance: Must have and be able to obtain a Secret clearance

Education: • Bachelor's degree in Business, Accounting, Logistics, Human Resources or a related field

Years of Experience: 2 or more years of experience supporting human resources or logistics with some finance experience or a related field within an Air Force, Space Force, DoD, Intelligence, or Missile Defense Agency team OR,

  • Bachelor's degree in Business, Accounting, Logistics, Human Resources or a related field

Certifications: None

Education: Master's degree in Business, Accounting, Logistics, Human Resources or a related field.

Years of Experience: 5 or more years of experience performing logistics, human resources, and financial support within an Air Force, Space Force, DoD, Intelligence, or Missile Defense Agency team.

Travel: Infrequent travel to CONUS and OCONUS locations upon Government direction
