Odyssey Systems has an exciting opportunity for a Program Manager providing support to the Air Force Life Cycle Management Center/PEO Digital Directorate (AFLCMC/HB). The Air Force Program Execution Office for PEO Digital (AFPEO/HB) has the collective Air Force Materiel Command (AFMC) mission responsibility to manage and execute the modernization, development, testing, production, fielding, and sustainment of the PEO Digital portfolio, which includes over 130 programs for the United States Air Force (USAF) and foreign allies. AFLCMC/PEO Digital Directorate is headquartered at Hanscom Air Force Base, MA with geographically separated operating units CONUS and OCONUS.
This is a full time position located at Hanscom AFB, MA.
Duties include, but not limited to:
Provide program-level acquisition support to the Program Manager and IPT Leads to guide successful execution and maintain acquisition battle rhythm.
Assist with planning, evaluating, and implementing acquisition strategies, including DoD/AF policy compliance, risk assessment, and schedule/cost/performance alignment.
Advise PM on best practices to improve processes, achieve efficiencies, and avoid costs.
Monitor interface control between IT systems and support mission execution planning and integration.
Support development of RFP documentation including system specs, EW Systems (SRDs), SOWs, CDRLs, evaluation criteria, and incentive clauses.
Assist with development of source selection strategies and provide administrative support during selection phases.
Prepare and review ECPs, evaluate proposals, conduct technical evaluations, and provide written recommendations.
Review and contribute to acquisition documents such as Acquisition Strategies, LCSP, APBs, ADMs, Risk Management Plans, PMRs, and milestone briefings.
Prepare and update required reports (e.g., MAR, SAR, DAES, APB, obligation/spend plans) in compliance with DoDI 5000.02, AFI 63-101/20-101, and AFPAM 63-128.
Use systems such as MS Office, CCaR, IDECS, EDA, and other DoD-mandated platforms.
Develop and maintain risk management plans in accordance with DoD and AF guidance.
Facilitate risk boards and working groups, and analyze contractor risk management processes.
Correlate EVM data with monthly IMS/CDRLs and support risk assessments for schedule and cost realism.
Coordinate with program-level schedulers and review prime contractor deliverables and integration plans.
Support the development and tracking of incentive clause criteria and IMS deliverables.
Support and submit funding documents (e.g., PRs, MIPRs, POs).
Familiarity with financial systems like CCaR and budgeting/reporting tools.
Provide services supporting Life Cycle Logistics and sustainment.
Support operational analysis, capability development, and testing (FQT, IV&V, Development Evaluations).
Advise on DoD, AF, AFMC, and AFLCMC directives (e.g., DoDI 5000.02, DoDI 5000.80, DoDI 5000.81, AFIs, AFPDs, AFMANs).
Identify and address policy disconnects, interpret evolving policies, and provide recommendations for program alignment.
Keep abreast of acquisition reform (e.g., RDC, spiral/incremental development) and advise on program impacts.
Prepare and present program status updates and acquisition briefings to senior leadership.
Assist in creating reports, graphics, and briefings to support program management functions.
Draft contractual letters on program management issues as required.
Minimum Required Qualifications:
Citizenship: Must be a US citizen
Clearance: Must hold an active Secret clearance
Education: Bachelor’s Degree in a related field and 5 years of experience in the respective technical/professional discipline being performed, 3 of which must be in the DoD OR High School diploma with 8 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD.
