Position Summary

Odyssey Systems has an exciting opportunity for a Senior Program Manager to provide short-term (6–8 week) A&AS support to the AFLCMC/HBG C2ISR Division at Robins AFB. This division supports all weapon systems, platforms, and capabilities managed by the C2ISR Division under AFLCMC/HB, including classified efforts.

Responsibilities

Duties include, but not limited to: 

  • Create and support program documentation and activities, including:

    • Early Strategy and Issues Sessions (ESIS)

    • Acquisition Strategy Panels

    • Integrated Master Plans/Schedules (IMP/IMS)

    • Acquisition Program Baselines (APB)

    • Clinger-Cohen Act compliance

    • Cybersecurity strategy and Program Protection Plans (PPP)

    • Life Cycle Management Plan (LCMP)

    • Risk Management Plans and milestone briefings

    • GFE management and SCG development/coordination

    • Performance Work Statement (PWS) and Contract Data Requirements List (CDRL) development

  • Provide acquisition and program management services to support planning, execution, and sustainment activities

  • Develop, coordinate, and follow up on cost estimate requests, scope changes, and purchase requests

  • Support and attend program events such as:

    • PMRs, SRRs, PDRs, CDRs

    • CCBs, SSGs, TIMs

    • Provisioning and supply conferences, technical data conferences, and Test Plan Working Groups

  • Create and manage meeting materials including agendas, briefings, and minutes

  • Draft, update, and support studies and analyses of provisioning lists, ACAT/SCAT documentation, PPPs, LCMP, and risk documents

  • Utilize CCaRS to initiate program documentation, track and forecast budgets, reconcile execution data, and support LCM program execution

Qualifications

Citizenship: Must be a US citizen

 

Minimum Required Qualifications

Clearance: Top Secret Clearance

Education: Bachelor’s degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in DoD acquisition. Or,

    • 15 years of directly related experience with proper certifications
  • Experience completing acquisition program management tasks that support the LCM of products and systems within the Defense Acquisition System processes using UCA, MTA, MCA, SW Acquisition or Acquisition of Services pathways.
  • Experience developing pre- and post-award documentation, milestone planning, tracking, scheduling, briefing preparation, staff coordination, and decision documentation.

Certifications: 

 

Preferred Qualifications

Education: Master’s or Doctorate Degree in a related field and 10 years of experience in the respective technical / professional discipline being performed, 5 years of which must be in DoD acquisition.

Certifications: Acquisition Qualification

 

Technical Skills

  • DoD acquisition lifecycle (UCA, MTA, MCA, SW Acquisition, Acquisition of Services)

  • CCaRS system and program execution tracking

  • Program milestone planning and execution support

  • Experience drafting and reviewing acquisition documentation

Interpersonal Skills

  • Strong coordination and communication skills with cross-functional teams and stakeholders

  • Ability to manage competing priorities and fast-paced tasks within a short-term engagement

  • Proficient in briefing preparation and meeting facilitation
