Position Summary

Odyssey Systems has an exciting new opportunity providing Advisory and Assistance Services (A&AS) supporting the US Space Force mission to defend National Security Interests in Space as a Space Domain Awareness (SDA) International Affairs Specialist supporting the Security team in the Battlespace Awareness Acquisition Delta (SSC/BCB S2).

The Battlespace Awareness Acquisition Delta executes system acquisition, modernization, and sustainment for ground- and space-based SDA sensors and command and control (C2) systems.  Activities include acquisition program management, system and subsystem engineering, maintenance and supply support, and fielding.

 

Odyssey Systems provides support to the Government in seven areas: Data Acquisitions, Product Testing, Product Support, Sustainment Management, User Interface Design, Engineering, and Integration.  These tasks are executed laterally with USSF SSC, development contractors and with SDA stakeholders.

 

This is a full-time position at 2424 Garden of the Gods Road in Colorado Springs with the opportunity to telework 1-2 days per week at the discretion of the Government.

 

Responsibilities

An A&AS contractor is a knowledgeable and trusted advisor to the Government. As an SDA International Affairs Specialist, you will be a key member of the Security Section (S2) team, advising and assisting Government Program Managers with the development and implementation of International cooperative programs and export control compliance to protect advanced technology programs throughout the system’s life cycle while promoting international cooperation in Battlespace Awareness Acquisition. Duties include but are not limited to: 

  • Research and conduct analysis of technical, operational, policy, political, and military factors related to proposed international programs
  • Draft supporting justification and disclosure guidance for international programs
  • Prepare and conduct familiarization training on Foreign Disclosure, Export Compliance and International agreements to acquisition material leaders, program managers and assigned personnel
  • Draft development of program level disclosure/export compliance policies
  • Prepare Delta level correspondence for ITAR Exemption validation letters
  • Monitor and track export compliance activities by program contractors and sub-contractors
  • Maintain Delta-level records management of all disclosure and export activities and correspondence
  • Coordinate between Air Force, Space Force, and Combatant Commander disclosure and security authorities for International acquisition program activities
  • Maintain a working relationship with the PM, Contracting Officer and contractor export compliance officers to ensure a standardized and correct format/process is utilized for all Export exemption validation requests throughout the acquisition and sustainment lifecycle, in coordination with SSC/IA Foreign Disclosure Office
  • Provide classification and disclosure guidance and assistance for all security programs involving foreign partners or companies
  • Contribute to the development or update of Security Classification Guides (SCG) and related information security policy documents involving disclosure of CUI or CMI to foreign partners
  • Contribute to efforts to reduce bureaucracy and expedite sharing of mission-required CUI and CMI to foreign partners through policy reviews and exceptions to policy
  • Travel to CONUS and OCONUS locations upon government direction
  • Other duties as required/requested by the Government and within the scope of the S3 contract

 

 

Qualifications

Citizenship: Must be a US citizen

 

Minimum Required Qualifications:

Clearance: Active DoD Top Secret/SCI clearance, amenable to polygraph

Certifications: Must successfully complete a USAF/USSF or DoD acceptable in-person Foreign Disclosure training course and annual training thereafter

Education: BA/BS in a related area or 4 additional years of experience

Years of Experience: 3 years as a Foreign Disclosure Officer, Foreign Disclosure Representative, or 6 years supporting Information Security or Operational Security programs in DoD, MDA, or IC organizations

Other Qualifications:

  • Familiar with security policy/manuals and the appropriate ICDs/JAFANs/DOD Manuals and other guiding policy documents
  • Familiar with DoD, Service disclosure policies to include DoDD 5230.11, DAFMAN 16-201, and International Traffic in Arms Regulations (ITAR)
  • Ability to work in a dynamic environment and effectively interact with numerous DOD, military/civilian personnel and industry partners
  • Ability to analyze complex acquisition data and develop insightful reports
  • Originality, creativity, and initiative
  • Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, and Teams

Preferred Qualifications:

Clearance: Active DoD Top Secret/SCI clearance with current counterintelligence polygraph

Certifications: Completed a USAF/USSF or DoD acceptable in-person Foreign Disclosure training course within the last year

Years of Experience: 6 years as a Foreign Disclosure Officer, Foreign Disclosure Representative, or 10 years supporting Information Security or Operational Security programs in DoD, MDA, or IC organizations

Other Qualifications:

  • Experience supporting the intelligence community
  • Experience with acquisition data analytics and reporting tools, such as the Defense Acquisition Visibility Environment (DAVE) or the Earned Value Management System (EVMS)
  • Previous experience as an A&AS or SETA contractor

Location: Work is performed at 2424 Garden of the Gods Road in Colorado Springs, CO with the opportunity to telework 1-2 days per week at the discretion of the Government

Travel: Up to 10% to CONUS and OCONUS locations upon Government direction

 

Remote, Onsite, or Hybrid: Hybrid: Opportunity to telework 1-2 days per week at the discretion of the Government
