Odyssey Systems is seeking an experienced Principal FMS Case Manager to support a high-priority mission within AFLCMC/HNA at Hanscom AFB, Bedford, MA. The Aerial Networks Division is responsible for acquiring, fielding, and sustaining networks, integrated information systems, enterprise services, and applications that support the Global Information Grid (GIG) across air, land, sea, and space domains.
This role focuses on managing FMS case activities, supporting U.S. Air Force acquisition processes, and ensuring program alignment with security cooperation and foreign disclosure policies.

This is a full time position located at Hanscom AFB, Bedford, MA.
Duties include, but not limited to:
FMS Case Management
Support Government Case Managers in planning, developing, executing, reconciling, and closing FMS cases.
Provide expert guidance on FMS policies, procedures, and documentation per DSCA Manual 5105.38-M.
Interface with stakeholders including AF Security Assistance Center, DSCA, State Department, and foreign customers.
Ensure compliance with End Use Monitoring and Third-Party Transfer procedures.
Develop and maintain case documentation including milestones, funding plans, IMS, and acquisition documentation.
Track case funding and support financial reconciliation and closure processes.
Coordinate logistics, training, security, and infrastructure requirements for FMS case execution.
Organize and support international conferences, working groups, and program reviews; prepare and distribute meeting materials.
Support drafting of LORs, LOAs, and P&A packages using systems like DSAMS and SAMRS.
Understand political and cultural sensitivities impacting case execution and stakeholder relationships.
Program Management Support
Apply knowledge of DoD acquisition lifecycle and systems acquisition principles (DoDI 5000.02).
Prepare, review, and edit acquisition documents including SOWs, PWS, RFPs, J&As, and evaluation criteria.
Track program execution against cost, schedule, and performance objectives; identify risks and recommend mitigation strategies.
Support integrated product teams (IPTs), program milestones, and acquisition reviews.
Foreign Disclosure & Export Control
Ensure compliance with ITAR, AECA, and related disclosure/restriction policies.
Support technology transfer and program protection planning.
Technical Understanding
Understand key issues related to tactical data links, aerial networks, cybersecurity, and platform integration.
Assist in defining technical requirements and translating them into contractual specifications.
Collaborate with technical personnel to monitor implementation strategies and adjust as needed.
Citizenship: Must be a US citizen
Minimum Required Qualifications
Clearance: Must have an Active DoD Secret Clearance
Preferred Qualifications
Education: Masters/Bachelors
Years of experience: 10 years of Foreign Military Sales (FMS) Case Management experience desired
Certifications: DAWIA Acquisition Professional Development Program (APDP) Program Manager Level II or III certification
Technical Skills
FMS systems: DSAMS, SAMRS, FM Suite
Acquisition documentation: SOW, AP, LCMP, milestone plans
Familiarity with DoDI 5000.02, DSCA Manual 5105.38-M, ITAR
Proficient in MS Office, SharePoint, and scheduling tools
Interpersonal Skills
Strong communication and coordination skills with both U.S. and international stakeholders
Ability to manage sensitive political and cultural relationships in a multinational environment
Detail-oriented, proactive, and adaptable
