Position Summary

Odyssey Systems has an exciting new opportunity to support the Space Domain Awareness (SDA) mission by providing Advisory and Assistance Services (A&AS) to the Commercial Integration Cell (CIC) of the Combined Space Operations Center (CSpOC) and United States Space Forces Space - Combined Joint Force Space Component (S4S-CJFSC) as an SDA Strategic Advisor for Operations on the Sensor Systems Support (S3) contract supporting the United States Space Force and Space Domain Awareness stakeholder community.

 

Work is performed at Vandenberg SFB, CA and remote with the opportunity to telework at the discretion of the Government.

The Combined Space Operations Center Commercial Integration Cell (CSpOC/CIC) enables operational and technology exchange between Space Operators at the CSpOC and commercial satellite owner/operators supporting real-time and near real-time information flow during routine operations and enables rapid, informed response to critical unplanned space events or other activity in and through space to improve SDA.

 

Responsibilities

An A&AS contractor is a knowledgeable and trusted advisor to the Government. As an SDA Strategic Advisor for Operations, you will work closely with and provide support to Government Leadership and staff of the CIC for all aspects of project and program management.  Duties include, but are not limited to:

  • Develop and apply comprehensive policy, strategy, and regulations to requirements, resources, operations, manning, physical security and security cooperation activities on behalf of the S4S Commercial Integration Cell (CIC)
  • Establish control measures to assess and report on program performance; synchronize system requirements and resourcing for CIC.
  • Provide advice and make recommendations to support fully integrating Commercial Mission Partners (CMPs) into S4S in command instructions, publications, OPORDs, plans and support plans 
  • Conduct analysis of current and emerging policies, agreements, and doctrines, both national and international, to determine CIC effectiveness and consistency with US national security, military and political interests and objectives
  • Advise Command, Directorates, and Center personnel, suggesting changes in national policy scope and direction and recommend methods to influence USSPACECOM, Joint Staff, and OSD policies related to CIC operations
  • Advise S4S Command Staff on technical, political and military matters impacting CIC operations and coordinate with HHQ and external agencies on issues of concern to S4S and CDR CJFSC
  • Advise on commercial policy and strategy for mission areas assigned to USSPACECOM in the Unified Command Plan
  • Lead and participate in commercial working groups and planning teams developing policies affecting S4S equities
  • Develop and document Opportunities, Activities and Investments (OAIs) necessary to support strategic, operational and tactical CIC objectives
  • Develop and draft strategic communications options, evaluate for thematic consistency, and advise national and international working groups in support of strategic communications
  • Recommend methods to influence Joint Staff and OSD policies and strategies as they relate to USSPACECOM and S4S programs, policies, and operations as requested by the Government
  • Participate in Command crisis and deliberate planning operations and exercises/wargames that support USSPACECOM and other combatant commands, as directed by the Government
  • Support development of communications plans and evangelizing program goals and objectives with senior leadership, partners, and stakeholders
  • Deliver white papers, policy analyses, reports and reviews, and provide document preparation capabilities IAW submission requirements to primary and indirect government recipients; identify policy disconnects
  • Support professional, technical, steering, and special-interest groups; participate in their activities, including hosting and managing meetings and preparing meeting agendas
  • Support USSPACECOM Strategic Communications Campaign; coordinates S4S commercial engagement requirements to achieve mission objectives, including coordinating and conducting visits of foreign nationals (including distinguished visitors) to S4S centers or facilities
  • Interpret program documents for applicability to military, federal, state, local, contractual, commercial, or international statutes, regulations, policies, publications, directives, instructions, executive orders, codes, requirements or standards and shall be able to develop command-level policies and practices
  • Assist reviewing and coordinating program information suitable for public release to industry, media, trade publications, international partners, and other stakeholders
  • Travel to CONUS and OCONUS locations upon Government direction
  • Other duties as required and requested by the Government within the constraints of the S3 contract

Qualifications

Citizenship: Must be a US citizen

 

Minimum Qualifications:

Clearance: Active TS/SCI clearance, agreeable to polygraph

Education: Bachelor’s degree

Experience: 8 years of relevant experience, 4 of which are in a similar role supporting Department of Defense or Intelligence organizations

Other:

  • Familiarity and proven work experience with DoD Acquisition Program Management, including DoD 5000.02 and DoD 5000.75 processes and requirements
  • Familiarity with agile development methods, continuous development, integration, test, and deployment, DevSecOps and DevOps principals
  • Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs
  • Exceptional oral and written communications; experience interacting, briefing, and responding to requests for information from service-level senior leaders and congress

 

Preferred Qualifications:

Clearance: Active TS/SCI clearance, current polygraph

Education: Master’s degree in Operations Research, Space Policy, or a related field

Experience: 12 years of relevant experience, 4 of which are in a similar role supporting Department of Defense or Intelligence organizations

 

Certifications: DAWIA Acquisition Program Management Level III, PMP, or DAU equivalent

Other Qualifications

  • Technical program management and engineering experience including systems engineering and integration of systems for space flight safety and military space operations
  • Strong background in advanced orbital mechanics, engineering, and tools; able to apply lessons learned to space flight safety for commercial and military data integration
  • Background developing, sustaining, and adapting SDA software, on-boarding, and integrating new capabilities
  • Understanding and experience using government financial and contract management processes and systems; familiarity with financial systems like Comprehensive Cost and Requirements System (CCaR) or similar
  • Knowledge of and experience with Agile Systems implementation
  • Great interpersonal skills within a professional environment, positive attitude, and ability to work through tough interpersonal and technical issues in complex inter-agency teams across a distributed environment
  • Technical and mission awareness of space domain awareness data systems
  • Demonstrated experience successfully executing major project/program efforts, providing expert advice to colleagues, and presenting innovative recommendations for advancing programs and/or methods

Location: Work is performed at Vandenberg SFB, CA and remote

Travel: Up to 25% to CONUS and OCONUS locations upon Government direction

Hybrid: Remote at the discretion of the Government, Vandenberg SFB, CA, and Colorado Springs, CO
