Position Summary

Odyssey Systems has an exciting new opportunity for a Senior Program Manager supporting the Space Systems Command (SSC) Military Communication and Positioning, Navigation and Timing Directorate (CG) in the United States Space Force.  This position will support the SSC/IA program office as it rapidly premier capabilities resilient to the threat by the relentless pursuit of warfighter needs and acquisition excellence.

 

This is a full-time opportunity located in LA, CA.

Responsibilities

Duties include, but not limited to:

 

  • Draft program overviews and executive summaries, encapsulate major program issues, gather program contract information, track program milestones and status, generate overviews of program health and ability to execute, assess program cost, schedule, and technical risks by segment
  • Identify mitigation plans, consolidate and status program manager identified cost, schedule, and technical efficiency initiatives, demonstrate understanding of the program’s current critical path
  • Integrate and correlate program performance data with the program baseline, accurately interpret acquisition program baseline thresholds and compliance
  • Verify program costs against the approved President’s Budget
  • Track program baseline changes, accurately capture high level program logistic, test and evaluation, and requirements readiness characteristics
  • Establish a program office point of contacts list to accurately develop, maintain, and update acquisition reports to include, but not limited to Weekly Activity Report, Monthly Acquisition Reports, Selected Acquisition Report, Defense Acquisition Executive Summary, Acquisition Program Baseline, supplemental reports for Acquisition Category I, II, III, Middle Tier Acquisition (MTA) programs at the Directorate, and other related acquisition reporting documents.
  • Respond to various tasks to include but not limited to data calls, document reviews, acquisition reporting, travel requests, media requests, and other mandatory reporting directed by Congress, Office of the Secretary of Defense, Secretary of the Air Force, Headquarters Air Force, Headquarters Space Force, Space Systems Command, and local entities
  • Evaluate acquisition documentation for adherence to policy and guidance; consistency in implementation of the program’s acquisition strategy, technical approach requirements, policy and guidance, milestones, forecasts, schedule and risk assessment; and realism in achieving a product suitable for the user within cost, schedule and performance constraints
  • recommend executable options for handling changes that impact program performance, schedule, and funding for the approval of the Government.
  • Provide substantive analysis of pertinent topics to support requirements for situational awareness and in-depth understanding of specific 3-letter and 4-letter issues
  • Provide support in the case development, case implementation and case closure to procure FMS equipment, security devices and services for all authorized countries
  • Initiate and process FMS equipment, security devices and services release-ability and disclosure assessments/approval to ensure compliance with the DoD Security Policy
  • Perform technical evaluation of the Contractor’s proposal/quotes
  • Perform review and reconciliation of DD250s to confirm deliveries that were made
  • Create FMS case briefing charts and briefs at the Country Case Management Review (CMR) and Country Financial Management Review (FMR)

Qualifications

Minimum Required Qualifications:

Citizenship: Must be a US citizen

Clearance: Must have an active DoD Secret clearance and be able to maintain it.

Education: Bachelor’s degree or higher 

Years’ experience: At least 18 years of experience in related field

  • FMS experience

Preferred Qualifications:

Education and Years’ of experience: 

Master's degree or higher and at least 10 years of demonstrated experience in a related field.

  • Experience utilizing the Task Management Tool (TMT)

Additional Information:

Location: On-site at LA, AFB, with telework capabilities for local candidates

Hybrid: Percentage of telework/remote allowed will vary based on the customer's discretion.
