Position Summary

Odyssey Systems has an exciting opportunity providing Advisory and Assistance Services as a Space Domain Awareness (SDA) Data Systems Acquisition Program Manager supporting the US Space Force, Space Systems Command, Cross Mission Data Branch (USSF SSC/BCCD). The Cross Mission Data (XMD) branch executes activities in support of the alignment of key space data initiatives.

SDA is foundational to Protecting and Defending US Space Systems that provide space-based Intelligence, Early Warning, Communications and Global Positioning services that sustain our way of life, support our national economy, and act as force multipliers in times of conflict. The Cross Mission Data (XMD) branch executes activities in support of the alignment of key space data initiatives. The XMD data portfolio includes data as service.  XMD supports the data sharing initiatives with all producers and consumers of foundational space data within the US and internationally through its portfolio of data layer systems.  XMD implements, technical and policy approaches to meet international data sharing strategies, commercial data sharing strategies, and associated data platform initiatives to meet evolving SDA user data needs and objectives.  Consumers and producers of data are internal and external to the USSF. The SDA mission includes the execution of system acquisition, modernization, and sustainment for ground- and space-based SDA sensors, and command and control (C2) systems, including the evolution of legacy architectures, supporting communication systems, and data systems. The XMD branch supports SSC’s data warehouse, data federation, and cloud architecture initiatives. The Unified Data Library (UDL) is the foundational source to access and manage SDA data supporting USSF operational systems. The UDL supports the mission by ingesting, processing, and distributing data.

This is a full-time position supporting the UDL Program Management Office in Colorado Springs, CO that allows 1-2 days per week of tele-work at the discretion of the Government. 

Responsibilities

An A&AS contractor is a knowledgeable and trusted advisor to the Government Program Office. As an SDA Data Systems Acquisition Program Manager, you will report directly to the Government Program Manager and provide Advisory and Assistance Services support in all areas of Program Management including but not limited to, action plans, schedules, finance, funding, risk management, contractual oversight of data onboarding initiatives associated with the development, modification, upgrade, and sustainment of the SDA mission. The UDL is the foundational source to access and manage SDA data supporting USSF operational systems.

 

Duties include, but are not limited to:

  • Apply Program Management knowledge and experience to advise the Government Program Management Office in support of all international activities associated with data sharing across the portfolio Represent XMD and work in collaboration with other SSC organizations focused on international efforts within and external to XMD
  • Assure that short and long-range strategic plans and actions are consistent with service goals, schedules, policies, and objectives for commercial and international customers
  • Prepare strategic recommendations for the development and completion of activities to accomplish the goals and objectives for international and commercial data sharing
  • Provide programmatic and technical support for UDL initiatives specifically in conjunction with the Space Domain Awareness mission to evolve the current data onboarding and data portfolio capabilities to meet international and commercial data sharing objectives
  • Oversee, manage, and monitor space onboarding and data platform project execution using agile processes related to international and commercial projects; close collaboration with data stakeholders is required
  • Provide Program Management support for UDL initiatives supporting Space Domain Awareness; Develop and maintain technical roadmaps; Monitor and assist the Government to manage Contractor performance
  • Conduct analysis of project data and requirements; Assist the Government to oversee and report on project cost, schedule, and technical performance, risks and risk mitigation
  • Develop and execute integrated risk reduction recommendations and mitigations.
  • Support directives, issuances, memoranda, policy statements, and other written guidelines and recommendations for the Cross Mission Data Chief and Deputy Chief
  • Perform financial analysis; Support the Government by developing inputs for program operating memorandum (POM), drafting responses to requests for information, provides input to the Program Finance and Schedule Managers for the execution of schedule and funding
  • Support the resolution of project issues and deficiencies with prime and support contractors; Assist the Government to manage prime contractor performance as directed by the Government Program Manager
  • Develop and maintain strong relationships with Government Contract, Legal, Finance, and Program teams
  • Support acquisition planning and release activities, to include requirements development and request for development (RFPs)
  • Assist with translating user requirements for international and commercial customers into statement of work and statement of objectives documentation
  • Develop and maintain strong stakeholder relationships with SDA stakeholders, including the Space Security Defense Program (SSDP), Consolidated Space Operations Center (CSpOC), National Space Defense Center (NSDC), Distributed Space Command and Control (DSC2)-Dahlgren, United States Air Force (USAF), Air Force Research Labs (AFRL), SDA, US Space Force (USSF), DoD Service Organizations, National Partners, International Partners, COCOMs, intelligence organizations, and the Department of Commerce (DOC)
  • Support stakeholder engagement on matters affecting international program execution
  • Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies
  • Other duties as required/requested by the Government within the constraints of the S3 contract

Qualifications

Minimum Qualifications:

Citizenship: Must be a US Citizen

Clearance: Active TS/SCI, agreeable to polygraph

Certifications: PMP or DAU/DAWIA equivalent Program Management certification

Education: Bachelor's degree in Business, Systems Engineering, Engineering Management, Computer Science, Software Engineering, or a related field

Years of Experience: 8 or more years of experience performing program management activities within an Air Force, Space Force, DoD, Intelligence, or Missile Defense Agency acquisition organization with 4 of those years related or serving as a liaison supporting  international relations, foreign affairs, foreign commercial service activities, or foreign military sales.

Additional experience:

  • Demonstrated understanding of international policy and standards.
  • Knowledge of and experience with Agile Systems implementation
  • Knowledge of Confluence and JIRA tools (Atlassian Tools)
  • Knowledge of operational DoD and Intelligence Community (IC) data formats, standards, policies, and procedures
  • Knowledge of cross-domain solutions and their technical implementation.
  • General awareness of SDA data systems, networks, interfaces, architectures, and data flows, data formats
  • General Knowledge of cyber-security activities relative to data platforms a plus
  • General knowledge of data lake architectures in cloud and hybrid cloud environments
  • Able to brief and interact comfortably and professionally with senior leadership

Preferred Qualifications:

Clearance: Active TS/SCI, current polygraph

Certifications: PMP, DAU, DAWIA, or equivalent Acquisition Program Management Level II or III

Education: Master's degree in Business, Systems Engineering, Engineering Management, Computer Science, Software Engineering, or a related field

Years of Experience: 8 or more years of experience with 4 or more years of experience performing program management activities within an Air Force, Space Force, DoD, Intelligence, or Missile Defense Agency acquisition organization particularly with exposure to international environments.

Additional experience:

  • DoD Acquisition, Logistics, or Sustainment experience supporting similar requirements in Air Force, Space Force, Army, Navy, Missile Defense Agency, intelligence, Federally Funded Research Development Center (FFRDC), or DoD/DoE Laboratory organizations particularly in support of international, coalition or allied partner environments
  • Familiarity and proven work experience with DoD Acquisition Program Management, including DoD Adaptive Acquisition Framework (5000 series) processes and requirements
  • Experience developing solicitation documents (RFI, RFP, PWS, SOW) and evaluating proposals
  • Demonstrated experience successfully executing major projects, providing expert advice to colleagues, and presenting innovative recommendations for advancing programs and/or methods
  • Understanding of and experience with government financial management processes and systems as well as experience with schedules and tasks across the program or project management spectrum
  • Experience with the development and integration of multi-source data to facilitate data sharing internationally or with allied and coalition partners
  • Knowledge of international acquisition and contractual instruments and interagency agreements
  • Understanding of foreign military sales

Additional Information:

Location:  Work is performed at 2024 Garden of the Gods Road, Peterson Space Force Base, Schriever Space Force Base and other locations in Colorado Springs as required

Hybrid: Onsite with an opportunity for remote work 1-2 days per week at the discretion of the Government

Travel: Up to 25% to CONUS and OCONUS locations upon Government direction
