Position Summary

The Air Force Life Cycle Management Center’s Special Programs Division (AFLCMC) provides sensitive command, control, communications, intelligence, and networks (C3I&N) and battle management (BM) capabilities from kinetic weaponry dominance to information dominance. The Division’s expansive customer base includes Air Force Special Access Program (SAP) communities, other Department of Defense (DoD) units, and national-level agencies. These customers increasingly require rapid fielding of advanced capabilities to counter emerging cyber and operational threats to U.S. national security. The Division leads in development, systems engineering, integration, transition, and fielding of highly classified technologies to meet Warfighter requirements.

 

Responsibilities

Specific Duties Include but are not limited to:

  • Review and analyze EVM data from Contract Performance Reports (CPRs) and WinSight database.
  • Review EVM data to include identification of threshold breaches and presentation of any needed corrective actions or way-ahead planning suggestions to bring cost and schedule performance In line with the baseline.
  • Conduct predictive analysis of project costs and schedules to derive independent durations and estimate-at-completion (EAC) costs.
  • Review and analyze contractor provided EACs for reasonableness and caution project managers on any overly pessimistic or optimistic contractor cost predictions.
  • Scrutinize schedule baselines to verify if a critical path is easily identified and proper successor and predecessor relationships are established and level-of-effort tasks are not influencing and preventing a clear critical path.
  • Analyze monthly schedules to identify critical path deviations and near-critical path risks. Provides advice on corrective actions to include fast tracking or crashing the schedule, and when needed, re-plans, scope reductions, or period of performance extensions. Advice includes any cost impacts to the projects.
  • Support Integrated Baseline Reviews (IBR) to include Identification and documentation of baseline risks, as well as any contractor management systems risks. Duties include reviewing Integrated Master Plans (IMP) and Integrated Master Schedules (IMS) to ensure scope, requirements and deliverables are fully documented and traceable to the baseline plans.
  • Participate and provide insight and advice through numerous communication channels, both internally and externally, to include Performance Measurement Reviews (PMRs), management meetings, and product line meetings. Through these channels, they report and advise on trends, risks, scope creep, and other project concerns.
  • Advise IPT and program personnel on all current or potential contracting actions which may (or may not affect) EVM reporting, baseline changes, scope changes, funding vs. budget issues, etc.
  • Develop and conduct EVM and IBR training for Integrated Product Teams (IPTs), as well as contracting teams. EVM training includes linking the project life cycle to successful implementation of an EVM system. IBR training provides an understanding of the objectives of the IBR, team roles and responsibilities, risks areas, risk Identification and ranking, and baseline reviews.
  • Monitors EVM and FM existing Contract Data Requirements List (CDRL) for compliance and completeness. In addition, advice and author the new Integrated Program Management Report (IPMR) CDRLs for new contract efforts to establish tailored submission formats and establish variance threshold instructions for Formats 5 and 6 of the new CDRL.
  • Serve as the PK POC for all current or potential contracting actions which may (or may not affect) EVM reporting, baseline changes, scope changes, funding vs. budget issues, etc.
  • Coordinate with financial management personnel to identify any funding risks or opportunities between established Budgets at Completions (BAC) and EACs.
  • Identify to PM and FM personnel any potential Anti-Deficiency Act violations which could occur from Improper application of funding to contracted work (i.e. applying Prior Year Funding for Current Year Requirement.
  • Serves as the liaison for all EVM matters between the Government and the Prime Contractor, through coordination and regularly scheduled meetings with the Prime Contractor Program Control Offices.
  • Serve as the POC for all EVM matters for contract-supported Cost Analysis. Based on individual data needs, provide custom data retrievals and reports used to conduct cost tech evaluation and proposal preparations.
  • Serves as the liaison for all EVM matters between the Government and DCMA to include Prime Contractor audits and surveillances.

Qualifications

Minimum Required Qualifications:

 

Citizenship: Must be a US citizen

ClearanceMust have and be able to maintain a Secret level clearance (PR in the past 5 years)

Education: Bachelor's Degree in relevant technical domain

Years’ experience: 10+ years of experience

  • Demonstrated ability to work multiple projects and interface with multiple contractors/vendors/government FFRDC’s staffs and US Military Personnel at various levels
  • Excellent communication skills (verbal and written) required

Travel: Travel time is not expected to exceed 10%
