Position Summary

Odyssey Systems is currently seeking a Program Manager to support the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) Electromagnetic and Sensor Systems Department (B) through their Advanced Sensor Systems Division B40 and Sensor Data Exploitation Division B60 support multiple Navy and Marine Corps Radar Systems. B40 provides Sensor Systems expertise across the entire acquisition Life-Cycle from concept exploration through sustainment of Navy and Marine Corps Radar Systems.

Responsibilities

Duties include, but not limited to:

  • Research, develop, analyze and assist in the preparation, monitoring, and updating of applicable programmatic, technical, or operational plans, operational and functional requirements, policies, and procedures.
  • Analyze and evaluate issues and develop recommendations to resolve substantive problems and/or issues of effectiveness and efficiency of work plans and operations within the related efforts.
  • Support the preparation, monitoring, and updating project plans and procedures
  • Evaluate program products and other materials and provide recommendations for expeditiously attaining project goals and objectives in briefings and short technical position papers.
  • Conduct the following technical studies and reports:
    • Analyze emergent problems, updates, and enhancements to determine the impact on the program and requirements, including new and emergent technologies in support of program efforts
    • Conduct advanced engineering analysis of selected topics to assist in the evaluation of alternative or state-of-the-art leading edge technologies, and provide rationale and long-range planning for anticipated development efforts.
    • Provide inputs into Department of Defense-wide classification guidelines based upon existing classification guidelines.
    • Support the development and delivery of programmatic documentation, charts, viewgraphs, and other administrative support data.
    • Coordinate and facilitate technical working groups, technical interchange meetings, and other meetings or conferences.
    • Meet periodically throughout the project to exchange information among Subcontractors and Government task leaders and to gather information from other various Subject Matter Experts.
    • Participate in Preliminary Design Reviews (PDRs), Critical Design Reviews (CDRs), and Production Readiness Reviews (PRRs) and shall support the creation of technical briefs for these and other technical meetings.
    • Perform risk management tasks including, but not limited to risk identification, risk analysis, risk mitigation, risk tracking, and risk reporting.
    • Provide technical support to include the following activities:
      • Establishment, participation, and conduct of related Integrated Product Teams (IPT).
      • Attendance at IPT meetings and conferences.
      • The preparation of IPT assessment reports as directed.
      • Provide other support as required by the IPT chairs.

Qualifications

Minimum Required Qualifications:

 

Citizenship: Must be a US citizen

Clearance: Active Secret 

Education: A Bachelor’s degree from an accredited college or university in an engineering, scientific, business or technical discipline. 

Years’ experience: 

  • Fifteen (15) years of experience, including ten (10) years of demonstrated management experience or project level management in DoD major systems;
  • Minimum of five (5) years of program acquisition Life-Cycle process experience as addressed in the DoD 5000 series instructions;
  • Minimum of eight (8) years of experience as the primary point of contact for contractor’s tasking to include formulating, guiding, and directing the technical approach, reviewing and maintaining quality of technical work performed, defining and negotiating with field activities and program office personnel for necessary resources, and establishing and controlling technical milestones, schedules, and costs for day-to-day execution;
  • Minimum of five (5) years of experience performing sensor system engineering

Please note: Final compensation for this position will be determined by various factors such as the Federal Government contract labor categories and contract wage rates, relevant work experience, specific skills and competencies, geographic location, education, and certifications.
