Position Summary

Odyssey Systems has an exciting new opportunity for an SDA Radar Systems Acquisition Program Manager supporting the Advanced Radar Systems Portfolio of the Space Domain Awareness Division in the US Space Force Special Programs Directorate of Space Systems Command.  This is a full-time role at Peterson SFB in Colorado Springs, CO.

The Space Domain Awareness Division (USSF SSC/ECGZ) executes system acquisition, modernization, and sustainment for ground- and space-based Space Domain Awareness (SDA) sensors and command and control (C2) systems. Activities include acquisition program management, system and subsystem engineering, maintenance and supply support, and fielding.

Odyssey Systems provides support to the Government in five areas: Product Support, Sustainment Engineering & Sustainment Management, Technical Order Management, Technical User Interface, and System Design, Engineering and Integration.  These tasks are executed laterally with USSF SSC/ECZG depot and development contractors and with SDA stakeholders.


Program Managers are responsible for the cost, schedule and performance of a program or function or collection of programs or functions at one or more company or customer locations.  Program Managers direct the efforts of administrative and professional staff in carrying out the tasks necessary to meet program milestones.  Program Managers manage people and other resources to accomplish the tasks necessary to complete the program, project or function on time and within the specified cost parameters.  Program Managers identify potential risks which might disrupt or delay performance or increase costs, develop and implement sound risk mitigation strategies, and monitor overall risk levels.  Program Managers communicate orally and in writing with all levels of company and customer staff and management, preparing and delivering high quality oral presentations and briefings and clear, concise and accurate written reports.  Program Managers participate in or lead various performance improvement programs and initiatives consistent with the customer’s objectives.

The SDA Radar Systems Acquisition Program Manager provides technical and programmatic support to the Advanced Radar Systems Portfolio, including the Eglin Radar, Space Fence, Ground-Based Radar on Kwajalein, and other systems and initiatives in the Portfolio.  Duties include, but are not limited to:

  • Provide acquisition support: assist in developing acquisition strategies, cost estimations, requirements, statements of work, and requests for proposal; review and provide technical evaluation of vendor proposals for sustainment, contractor re-competes, new acquisitions, upgrades and modifications; prepare and staff required program and contract documents; interact with financial, contract, scheduling, risk management, and execution activities and personnel
  • Oversee and facilitate SYG sustainment and modification budgets for program managers; develop and edit program inputs in the Comprehensive Cost and Requirement (CCaR) and Centralized Access for Data Exchange (CAFDEx) systems to facilitate a final government budget and justification for each budget
  • Support, review and provide comments/input to, the development of overarching system design documentation to include: technical requirements documents (TRD); capability description documents (CDD); capability production documents (CPD); ICDs; and system specifications
  • Support the Government at technical interchange meetings (TIMs), design reviews, provisioning conference, tech order in-process reviews (IPRs), test readiness reviews, event scheduling, internal staff meetings, Integrated Product Team (IPT) meetings, working groups, and informal meetings; interface with contractor program management and technical personnel
  • Organize and support working group meetings across multiple organizations; research, provide recommended solutions and/or resolve questions, issues, and risks identified in IPT meetings; develop and provide recommended actions to the Government Program Management team and to Portfolio and Division senior management; coordinate with prime contractors, depot contractors, and Government functional teams
  • Develop strategies, plans and packages for classified and unclassified document submissions and facilitate associated life cycle cost planning and benefit analyses, partnering, acquisition of data rights, and provisioning; staff packages through process and follow through final approval
  • Review and provide relevant critical feedback on contractor prepared schedules, budgets, development and test plans; provide program oversight support to the Government team; prepare briefings, reports, and informational analyses in support of the Division’s programs; identify and prepare consolidated lessons learned reports from applicable related programs for Directorate and SMC reviews
  • Travel to CONUS and OCONUS locations upon government direction
  • Other duties as requested by the Government and within the constraints of the S3 contract


  • Must be a US Citizen
  • Required Clearance: Must have an active DoD Secret clearance, eligible for TS/SCI and must be able to maintain it.
  • Required Education: BA/BS in Project Management, Engineering, Economics, Finance, Space Operations, or a related discipline
  • 16 years of experience OR,
    • M.S., M.A., or M.B.A in Project Management, Engineering, Economics, Finance, Space Operations, or a related discipline plus 12 years of experience
  • 3 years of experience supporting Space Surveillance, Space Operations, Intelligence Support for Space Control, or a related mission area
  • Knowledge of standard acquisition regulations, practices, and procedures
  • Knowledge of Program Management and Scheduling processes and tools
  • Knowledge of Earned Value Management (EVM) processes and tools


Preferred Experience:

  • Preferred Clearance: an active TS/SCI, agreeable to polygraph
  • Preferred Certifications: Project Management Professional (PMP), Acquisition Professional Development Program (APDP) Level 3 Certification in Program Management or Contracting, or equivalent DAWIA certification
  • Preferred Education: Ph.D. in Engineering, Economics, Finance, Space Operations, or a related discipline
  • 15 or more years of experience in Space Surveillance, Space Operations, Intelligence Support for Space Control, or in a related mission area including a leadership role
  • DoD Acquisition, Logistics, or Sustainment experience supporting similar requirements in Air Force Space Command, Air Force Material Command, or similar missions in an intelligence organization, Federally Funded Research Development Center (FFRDC), or DoD/DoE Laboratory

Additional Information:

This position is located in Colorado Springs, CO.  Work is performed at Peterson Space Force Base with up to 25% travel.  Telework may be authorized one to two days per week at discretion of the Government customer.
